You can choose between a full registration or reporting as a border student. What is the difference?

Registration in the Belgian national register (full registration)
- We register you in the Belgian national register.
- You will receive an ‘annex 19’ as proof that you have submitted your registration application. The ‘annex 19’ mentions your Belgian national number.
- After the local police officer has confirmed your address, we will invite you to apply for an electronic residence card (EU card).
Reporting as a border student
- You reside in the Netherlands, France, Germany or Luxembourg. You wish to retain your address and right of abode there during your stay in Leuven.
- During the registration you will receive an ‘annex 33’ as residence document. An 'annex 33' is only valid for 1 academic year.
- You do not obtain a Belgian national number. If you would like to work, you can request a BIS number.

Your educational institution will register you with the city. You are registered in the Belgian national register. You will receive an ‘annex 15’ as proof that you have started your registration.

After the local police officer has verified your address, you apply for your electronic residence card.

Are you studying at a college or university in another EU country and are you coming to Belgium for your mobility programme, e.g. Erasmus Mundus? *
