Parking vouchers
Do you live in the city centre or in a paid parking zone close to the city centre? With parking vouchers, you or your visitors can park on public roads free of charge. You can apply for up to 200 free parking hours per calendar year.
What are parking vouchers?
Parking vouchers allow you to park free of charge on public roads, for example:
- To park a vehicle for which you are not eligible for a resident parking permit.
- To give to your visitors, such as family, friends, contractors, cleaners or carers.
Who can apply for vouchers and where can you park with them?
Anyone who is officially registered at an address in one of these zones:
- Pedestrian zone
- Low-traffic zone
- Paid parking zone
The zone in which you are allowed to park depends on your address.
How much does it cost?
Free.
How many vouchers can you apply for?
Each residential unit can apply for vouchers for up to 200 free parking hours per calendar year:
- Vouchers for 1, 2 or 4 hours (requested in blocks of 20 hours)
- Full-day vouchers (requested individually)
Activating parking vouchers
You always pay a fee to the operator when you activate a parking voucher.
- Via the app: € 0.35 per voucher
- Via text message: € 0.15 per text message sent and received
How long are they valid for?
Parking vouchers are valid for 13 months. They cannot be exchanged.
Example
A parking voucher requested on 1 October 2025 is valid until 31 October 2026 inclusive.

How do you use parking vouchers?
1. Park
- Park in a parking space where the voucher is valid. Check which zone you are allowed to park in. Always follow the traffic regulations for on-street parking.
- Didn’t you apply for the voucher yourself? Check with the person who gave you the voucher where you are allowed to park.
2. Activate the voucher
Do this no later than when you park your vehicle. Choose one of these options:
4411-app (€ 0.35 per voucher)
- Download the 4411 app.
- Go to 4411 services and select Parking vouchers.
- Enter the voucher code and licence plate number.
- Select Activate voucher.
Text message (€ 0.15 per text sent and received)
- Send a text message to 4411: voucher code [space] licence number plate
Example: LEU12345678 1ABC234 - You will receive a confirmation text message from 4411. Check that the session has started correctly.
- When the session ends, you will receive another text message from 4411.
3. Start of the parking session
- The parking time starts immediately when you activate the parking voucher.
- Parking time only counts during paid parking hours (9:00-19:00 or 9:00-21:00, depending on the zone).
- Haven’t used up all the parking time on your voucher by 19:00 or 21:00? The session will continue from 9:00 on the next paid parking day.
4. End of the parking session
- Your session ends automatically when the parking time on the voucher has been used.
- Please note: You cannot stop an activated parking voucher.
Parked for a shorter time? You will lose the remaining parking time on the voucher. - Parking for longer? Activate a new voucher or pay for a parking session.
Where are you not allowed to park with parking vouchers?
Always follow the traffic regulations. Parking vouchers are not valid in:
- Parking spaces where you are required to display a parking disc
- Parking spaces reserved for permit holders
- Short-stay parking spaces
- Parking spaces reserved for other vehicles, taxis, police, buses, (light) goods vehicles
- Places where parking is prohibited
- Parking spaces in an access-controlled zone, if you do not have a permit
Converting vouchers after moving house
Are you moving to antother paid parking zone? Your parking vouchers will no longer be valid. Have your vouchers converted so they can be used in your new parking zone.
